What is the best upgraded processor I can put into my Lynx Level 4 Intel 7 for the motherboard but as well upgraded graphics card for future upgrades

Believe it or not, the 9700F is not very much less powerful for gaming than the 10700K, which is the best price/performance choice now. The 9700F has 8 threads rather than 16, and no onboard video, but neither of these things help with gaming. The difference is only about 5%. You have a 600W power supply, and the 10700K requires almost double the power of the 9700K. You would never be able to tell you had a more powerful chip in actual use, and the 9700F should easily last about as long as the 10700K. You are good for at least 5 years IMHO.

GPU upgrades are also limited by your power supply. The 5700XT and RTX 2070 SUPER are fine and perform pretty close to each other, so there's not really an upgrade there that makes sense. If you are gaming at 1080p, you have all the power in either of those cards you need. At 1440p, the new RTX 3070 which is not even out yet, will kill either card at about the same price point, but I don't have enough info on power draw to recommend it.

Bottom line is you have a very capable rig even for 1440p, and I suggest you don't overstress your system looking for performance you might not even notice. If you feel you must step up to a 3070, be sure you have a monitor that can take advantage of that much power or you'll never see it. Upgrade your power supply first. At least 750W would be a good idea.

I appreciate the feed back. My other question is when are good times to CLEAN my pc mostly just dust off the inside cause I see I have some dust on the GPU

You can get the side panel off anytime and hit the insides with some compressed air in a can. VERY short bursts will insure you get only air and not refrigerant. I like to more deeply clean everything about once every 6-9 months depending how it looks in there.

Be careful to unplug your rig and be sure you ground yourself by touching metal on the case after unplugging, before you touch the insides. You could get an anti-static wrist strap if you want.
