Minor flickering in GTA IV

I have noticed some minor flickering (almost like a wave that is going from the top of the screen to the bottom of the screen) when playing GTA IV. The monitor I have is HP w2338h - 23 inch 1920x1080... Here are my specs

Processor: Intel Core i7 930 2.8GHz (Quad Core)
Motherboard: EVGA X58 LE Edition SLI (Intel X58 Chipset) (Supports SLI or CrossFire)
System Memory: 6GB DDR3 1600MHz Digital Storm Certified Performance Series (Highly Recommended) (Hand Tested)
Power Supply: 750W Digital Storm Certified (Dual SLI Compatible) (Silent Edition Recommended)
Seagate/Hitachi (7200 RPM) (32MB Cache) (SATA) (Extreme Speed)
Video Card(s): 1x NVIDIA GeForce GTX 480 1.5GB (Includes PhysX Technology)
Extreme Cooling: AIR: Stage 1: Noctua Dual 120mm Fans
Windows OS: Microsoft Windows 7 Home Premium (64-Bit Edition)

I have tried a different monitor. A 23inch DELL monitor and I did not have this issue.

Any ideas?

It may be with your HP monitor then and the resolution/refresh rate settings. Make sure they are correct when you use the HP monitor.

you need to check your refresh settings on the actual monitor (hardware, the wierd looking menu by using the finger buttons)
then your nvidia settings (software) (and turn off vsync in the nvidia settings)
then your game settings, IF it lets you change refresh rate
 
make sure all of these match
