Would you say a CPU or a GPU upgrade would offer a better performance boost in an MMO?

Probably a memory upgrade and then a GPU. CPU really aint gonna help you much. Most all of the popular MMO games are made so they can run well on lower end systems to maximize the number of paying players. But, in crowded areas more memory and then a bit stronger card can help you.
I would go with more memory first, thats the cheapest and most effective way to tweak MMO games.
