Monitor for ODE V2

Hey i just purchased the level one ODE V2 yesterday and thought i would shop around for monitors. Within 6 hours my computer went from stage 1 to stage 5 of the process before shipping and now i feel like it could show up way early (nice surprise} here is my System Configuration:

I am looking for a 21.5 inch monitor maybe up to 23" if there is a deal
1080P
at most 5 ms but preferred 2ms (i dont understand gtg, explain?)
i would like hdmi capabilities but i dont know how well the other options compare.
I want deep blacks and good vibrant colors
i am a huge noob so dont be afraid to steer away from these options i have been looking at.
two are asus models
Asus VE228H 21.5-Inch Full-HD LED Monitor with Integrated Speakers

and one dell
S2230MX 21.5" Ultra Slim LED Monitor
i would like to spend under 200

thank you. how high of an fps could i expect with this model and would it have deep blacks i want a nice visual experience?
