Could be the game doesn't put enough enough on the system for it to want to switch from the intel graphics to the dedicated card.
A lot of people seem to have that issue with several games across the board on laptops. |

If that happens, just go to NVIDIA control panel and find CS:GO game and change the graphics card to the dedicated one.
