So after some discussion with the wife my budget for a computer has gone from 2200 to 1600.   She doesn't feel the need to spend huge dollar amounts on a computer.    I plan them as a 4-5 year investment.
 
My question at this time is what type of cooling should I go with for the processor.  I've heard alot of the sub 100.00 liquid cooling systems don't actually cool fast enough for overclocked processors.    
 
Also is processor based liquid cooling even needed?   I was told by a friend that computers aren't really giving off the heat that they use to.   That the hardware has become somewhat more heat efficent per say.
 
Also now that I'm on a budget I'm wondering what the sweet spot is for a video card right now.  I don't think i'll buy buying a 5970 anymore or a 6970 that I had previous looked at.  
 
typically I have bought computers that last 4-5 years.   I'm on intel core 2 duo's 6400 series 2.13's with a nvidia 260.  The only thing I have replaced is a bad power supply (which was from the previous rig).   Basically being stuck on xp, no direct x 11 and 32 bit architecture is killing me.    Its time to get windows 7 ASAP. (never thought I would say that, but after the VISTA debacle...)

if you go with a sandy bridge CPU, like the 2500K or 2600K, a decent air cooler, like the Noctua ud12 will give you great cooling, and plenty of headroom for a big overclock.  I would steer clear of the all in one water cooling systems, especially if you want a trouble free PC for that long of time.
For 1600 budget, I would get the best GPU you can, either the new, excellent GTX 560, or if you can get it, the GTX 570

Something like this would be the best bang for your buck with that budget. You could also easily up the overclock yourself later with the very solid Noctua air cooler. Keep in mind this does NOT have the option to go SLI down the road. You would need to up the power supply and motherboard if you wanted the option to add in a second graphics card down the road.

$1550- DST would also probably recommend bumping up to a Corsair Power supply for $30, but I don't fully agree with it. That would probably be the most logical thing to do with the last of the budget though.

I mean if you want to go with a clone psu that you have no idea who made, then go with DS certified, but you want to know what you are getting and a psu that has its own 5 year warranty then go with corsair psu, its up to you, for $30 I will take the brand name I know and a 5 year warranty, to each his own.

Now what is the use of this pc? if its gaming then we need to know what resolution you gonna be gaming at, otherwise the gpu is not that important, so give us a bit more info so we can help you better.

26inch monitor.  its currently running at 1920x1080.   I have a windows xp and nvidia 260.     Now you know why I want to upgrade.

In that case Qwann's build is good, I would obviously change the psu to the corsair.

you can get the 560 and oc it to pretty much match the stock 570 , or you can go with a 570 and oc it for more performance.

so going up to the 570 which my understanding is a little better, and runs quieter would be better overall, but is it worth while from a cost effective point of view?

Why? Whats wrong with a unit like the Corsair H70?

They seem reliable, and pretty straight forward. Self contained units like these dont just blow up when it hits the 5 year mark, and with a lifespan of 50,000 hours i bet they will last longer than the computer itself.

Or i could be wrong?

Yes very wrong, if we tell you to stay away from parts, its because either they are not worth the money or not reliable, in this case their performance is the same as a good air cooler and they are not as reliable as a good air cooler.

both 570 and 560 will be loud when under load.
