the best build for your money at that res is
629186

now that comes in at ~$3000, which is under your budget, if you want we can beef it up but anything we add is going to be luxury, and not really add gaming performance at that resolution.

Okay, i'd recommend upgrading/adding more monitors then to get the most out of your system... i'll work on a build, if youre going with that case you want to liquid cool things, which is awesome but requires a bit of maintenance about once a year.

im not 100% confident with the new platform. I gave you a bigger powersupply than needed to make it easy to add another card down the road. you could be fine with a 1050W corsair. Im not sure that that is the best motherboard ether. and there are a few things about the liquid cooling that you should request. dont forget a free t-shirt and cheep internal lighting!

if youre going to go 3d you're going to want 580's instead of 570's, if youre going with more monitors you want the higher GB versions of the cards. with the liquid cooling, you'll get the best performance (and least noise) from using XSPC RX series radiators with low cmf fans (ie scythe gentle typhoons).

You dont want that cooler on your cpu... for best performance in that case you want to go liquid cooling, which raises the price to about $5200. if you're not going to go for 3D then you can swap in 570's and loose next to nothing in performance which brings the price to $4900 if you go with the 1.2GB and $5000 with the 2.5GB. if you have multiple monitors you want to go for the 2.5GB.

a few things i'd change about your build:
1) i'd go with 2 x GTX570 (2.5GB), the 580's wont give you noticeably better performance.
2) you dont even need 8GB of RAM gaming, let alone 16,
3) the corsair (1050W) has a better warenty than the DSO one.
4) personaly i'd get some internal lighting, maybe both a color and UV since that'll make the tubes glow pretty
5) finaly id increase your OC to stage 2.

I am going with the xspc rx rads. What size should I get? I am looking at the rx360 for the CPU and the rx240 for the video cards and chipset. Should I stay with the rx240 or go with rx360 for the video cards and chipset?

they are great! i have a tripple myself for my video cards (gtx 570's) and they never get over 58'C. you cant go wrong with ether. if you get two tripples, they have to stick one out the back of the case should look something like this. honestly im not sure which you should put on which loop.

I would go with triple rx rad for each loop if you are looking for best performance, with Scythe gentle typhoon fans.

can I see the final build you decided to go with? so you are not doing 3D gaming anymore right?

One of the tripples would, the other regardless of fans has to go out back. you're other options are to have a tripple and a double, (which would fit in the hailstorm. or to use a syndicate case which can fit mulitiple tripple radiators.

syndicate will endup being cramped tho, best option it to put the gpu's rad in the back outside, just like mine, you can push/pull if you like.
