New rig flickers when turned on

I was just wondering if this was normal or if there may be some loose connection somewhere, but when I hit the power button the lights and fans turn on for a second, go out for a few seconds, and then everything comes back on and boots up fine.
 
I've only booted up twice so far but it's happened both times, if it is not usual or a problem I just want to make sure to nip it in the butt now before it turns into a bigger problem!

Ok, I was just a bit worried since my previous computers hadn't done that.

Is there a reason why it does that?

Called a "double pump"  it will happen if you shut power off the the power supply, or if VT is enabled in the BIOS.
