Budget: up too 1600 max with monitor included I can go too 1700 if I need too.

Expectations / Usage: I play world of warcraft and all other blizzard games. I would like to play at setting other than low which is how I have played for the past 3 too 4 years. Hell I am still into games like Day of the Tentacle ;-D but getting caught up on what is out there with out having to worry about requirements would be nice. I watch a lot of streaming and on a blue moon do some music production but all of which can be handled by my older laptop.

I have looked a lot at the ODE level 1 prebuilt computer but I am at a loss to what monitor too get.  I am open to all options and suggestions. My budget is tight, but this is a treat to myself so I am excited to have a top of the line machine.

we can't beat ode lvl 1 for the price on the config page, so thats your best bet.

I normally recommend IPS panel monitors but they will run you about $270. in TN panels that cost a lot less, I'm not a big expert in.

how much of a difference would I see in game play if I saved up for the level 2 or 3?

Really depends on your resolution. I think that the level 3 is really the best bang for the buck and the best performer out of the ODE's.

Ya depends on your res, I would go from lvl 1 to lvl 3 if one had use for it.
