Non-listed components upon request?

So I'm shopping around for a new gaming computer, and have narrowed down my choices to two possibilities Digital Storm and one other manufacturer.

My question is does Digital Storm offer components upon request that are not listed under the configuration options or is what you see what you get?

In this case I would like to include the EVGA 780/W ACX Cooler in my build but only the overclocked variety is listed on the configuration page.

Yes, you can special order different components.   There is an extra cost associated with it so give DS a call.

That 780 ACX card has been used by others on the forum.   A popular card.

Yup - you can fill out the special request section at the bottom of the order or call with what you want or if there is anything special you want setup on your machine (extra fans, lighting, etc.). The extra fees bprat22 mentions is because they will warrantee the item (just like everything else in your build) plus aren't getting any special pricing on it through their vendors and usually are paying full retail + shipping on it.
