normal monitor behavior

Just got a new GPU and wanna make sure it isn't getting squirrly on me already. 
This happens sometimes comming out of sleep and on boot.
You will see 5 or 6 seconds in a weird green line.  I don't remember this happening before.  Is this normal or bad indication for monitor or GPU?

Um... you mean that weird windows background?  The swirly lines and the green one has a little leaf or something on it?

If not, I can't see it.

Update:
 
I switched out my GPU and that wasn't the problem because it still does the same thing.  I also ran PRime 95 for 18hrs with no problem with the highest CPU temp reaching 61 degrees.
 
I am thinking this is motherboard related at this point.  Any ideas? 
 
Also, their has been two instances where the motherboard has not read or detected my mouse.

If this is a CRT monitor, I have seen that on a few that I own.  If it isn't then it is probably your monitor if it only occurs when switching resolutions or gaining/loosing signal.

Thanks for the suggestion.  It is on a LCD monitor however I have some CRT's laying around and I'll try them out and see if this still occurs.
