Just today I realized my Nvidia Control Panel would not open. I noticed this when I was searching for the cause of some red screens I've been having. Could there be a correlation between these two? How can I fix this?

The first time it did but now it doesn't open at all. I don't remember the exact message but I looked it up and it looked similar to this:

Your nvidia control panel is corrupt it sounds like.   Try a System Restore to a point before problem started.    Or, boot to Win7 disc and run Repair.

For Windows 8, would I need to put in the windows 8 boot disk and click on "Repair" then on "Refresh My Pc", correct?

I'm not up on Win8 but that does sound correct from my limited exposure.   
My understanding is that also Refresh under Control Panel acts like Win7 Repair.    You can also type Advanced in start and under that select Refresh My Pc.      Some of this isn't avaiable unless Metro is enabled.    In that case use the Win8 dvd to access Refresh, Repair, etc.      Don't select Reset as this is more file clearing.

The best bet is to use the Win8 manual to see all your options.

It may be related to this problem in some way, since I had to uninstall all nVidia software in order to get the MS updates to install:

I got Nvidia control panel working again. I will test out CS: GO and TF2 as soon as possible since that is when the red screen would pop up. I have read your link jseidel and will attempt it if the problem persists.

I've seen that the "RED Screen" issue comes up if VSYNC is off, try turning it on? Also, try replacing the DVI cable with a dual link DVI cable to ensure it's getting enough bandwidth.

I have tested it out and everything seems fine. If my
PC starts up and Nvidia Control Panel won't open or (for some odd reason) only has one option, I reboot my PC. Only had 1 red screen when the control panel only had one option.
