I need some help on that...

What exactly DOES that mean?

I currently run a samsung syncmaster 2253bw. I right clicked on the desktop, clicked properties, it is showing me running the screen resolution of 1680x1050.

Now I "heard" there are higher resolution, but how is it achieved?
1. Is it through better monitor?
2. Is it through better vid card?
3. Is it through better vid card + higher ram on the vid card?

Also, when you guys ask "what res do you plan to run it at"? What does that mean? I mean, I don't know what Starcraft 2's max resolution capabilities are, nor do i know what diablo 3's max resolution capabilities are, so....what should i do/how should i answer?

Truth be told, i don't even know if 1680x1050 is good? bad? mediocre?

Dude, we're asking the native resolution of your monitor. Which is for that model, is 1680X1050
Higher Res = different monitor.
Game will play any res you want as long as you got the monitor/gpu for it.
1680X1050 pretty standard for that SIZE monitor. Bigger ones are usually higher res. They have to be because the smaller resolution spread out over more real estate starts to look like crap. The pixels have to get bigger to fit thre screen. Your pixels are probably about the same size as mine on your smaller screen. I have a 24" @1920x1200. My picture is not better than yours necessarily, just bigger.
