Power On Probs?

Once in a while, my system won't power up...
When I turn on my surge protector, everything else powers right up (monitor, printer, etc)...
But, when I press the computer tower's button on the top of the tower, it clicks, but nothing happens...
The little power light deep inside the case itself that looks like this:
...is lighted (something's getting power in the case?)...
Though, the tower's power button still won't turn the system on (even though that internal power light is on)...
I unplug, switch outlets, go back to the same outlet, click it on a few times etc., for a while...
...and eventually, I can get it to power on...
(the above power light uses the the "Universal power standby symbol", it remains on while my system is running, does that mean anything?) 
So far, it's happening sporadically...
I'm thinking it's the power switch assembly on top of the tower itself?
Though, it also seems like something in the tower needs to "warm-up" in "stand by" for a few minutes? The only thing about that it's only happening once in while right now... One thought is that where I have my computer tower, it is somewhat cooler, now that the cooler months are coming...
Could the power switch or something else inside be going bad?

Just to be contrary, I'll vote for the computer's power switch. Beats me how you figure out which it is with out starting to replace parts.
 
Come to think of it, I don't actually understand how a computer's power switch works. It can't be like flipping a light switch, can it? It must activate something that actually switches on the power.  Harleyman...?
