Power supply stays on?

My PSU appears to stay on after I shutdown the PC, I can just hear it, several small lights are lit up on the MOBO and my keyboard has a light on it which also stays on.
 
Is this a power setting or something I can adjust ?

It may stay on to cool down, but, after about 5 minutes, the fan inside the PSU should stop.

You will still see lights on the motherboard, etc... that is normal.

Will power still be fed to external devices after the 5 minute cooldown?

You mean external? If so, no, unless the motherboard has that feature.

Heh yes external, yes it is keeping the docked light on my USB keyboard up.

its a setting in the bios that allows you to feed power through usb ports even when the computer is turned off, refer to your motherboards manual if you want to turn this off
