I'm thinking no, but was wondering if I can update the cooling fan if I purchase it or is it just "As Is".   If not, would it be better for me to purchase the pre built I7 920 and just add on as I go or purchase my setup ticket # 261009. What to do...

ok first please don't open a new thread for each question, it makes it imposible to keep up with you, just ask all your questions in one thread.

as for what system you should get I think the sysetem you have here http://www.digitalstormonline.com/forums/forum_posts.asp?TID=6322 is great but go with the haf as I advised and if you can go with 6GB of ram instead o 3 do so also.

with those 2 changes the build you had listed in that thread it perfect

Just to answer your original question quickly, no you cant change the pre builds unfortunately, because they are just that, pre built systems.
