problem with HDD

I don't see/can't access my second HD (drive E) in my computer, but device manager shows it as installed and working. I double checked connections all ok. It does show my SSD (drive C) and external (drive F) in my computer. Any help would be great.

Is this E drive new or did have data on it?

I got it to work in disk management. It was showing offline, but now its partitioned and I dont know how that happened lol i'll keep workin on it.

Thats what I was trying to figure out, if it was drive an old gone bad, or a new drive that was not partitioned.
