Are there any programs or converters that can lower the quality into being able to decrease the file size to 500KB? Thanks!

Hi Ducks, I'm sure there's a million ways to do it but I use Windows Live Photo Gallery.  It's free. 
Install Windows Live, open it, open picture, select 'proprties' in 'organize' frame in taskbar, hit resize, select smaller 640, and hit  'resize and save'.  For me, a 1.05MB picture reduced to 216Kb.  The picture automatically saves with "640" tag, not messing up the original. 
 
I'm sure someone will have another easier way, but this is my way.

Nice! You can use Microsoft Paint as well, just change the file type when you save to JPEG.
