I got 16GB 3000 MHZ corsair vengeance RGB pro (RGB light bar) and it only runs at 2300 mhz. Is this normal or is there something i can do to make it run at 3000mhz? thanks all

Your motherboard may only support RAM up to 2300mhz so it lowered the speed. RAM however can be overclocked, but that's not something I've gotten into. Plenty of tutorials online about how to do it though and with RAM it's safer than overclocking a CPU.

Yeah the O.C. means overclocked of course. And from your motherboard specs:

4 x DIMM, Max. 128GB, DDR4 4266(O.C.)/4133(O.C.)/4000(O.C.)/3866(O.C.)/3733(O.C.)/3600(O.C.)/3466(O.C.)/3400(O.C.)/3300(O.C.)/3200(O.C.)/3000(O.C.)/2800(O.C.)/2666/2400/2133 MHz Non-ECC, Un-buffered Memory

So you can overclock it up to 4266mhz but the highest factory speed it takes is 2666. No idea why it dropped you to 2300mhz though.

Make sure your RAM is configured XMP in the UEFI and see if that makes a difference if not.

If you upgrade your RAM to RGB RAM, are you able to control the lights with the digital storm remote?

No. The remote is just for the light strip. I've not heard about control of the HyperX RGB while it's been offered.
