Why do all new DS system include a customized recovery kit when it already comes with original genuine CD's for the OS and drivers.  At what stage of the order is the recovery DVD created?

I think the recovery image is taken right before your system is boxed.

with the OS CD you can repair or reinstall, but with the recovery image, you can be right back at when you opened the box, OS, drivers, etc all there.

If the recovery kit works, it will return your system software state to it freshly delivered out of the box condition relatively quickly without a lot of thought required on your part. You could achive the same results with the original installation disks, but it would take longer.
 
I don't know how reliable the recovery CDs are these days. Way back when I bought my machines, the recovery kits were not something you could not count on.
 
Regards, you'd be doing yourself a big favor if you bought Acrons True Image or some similar hard disk cloning software that allows you to create your own recovery CDs that reflect the current state of you computer.
 
I'm probably a bit reckless, but I wind up needing to restoring my boot drive from a cloned image about 3 or 4 times a year. It takes about 20 minutes compared to days if I had to rebuild the software configuration
