Slow Download Speed - PC Issue

So I have had multiple techs to my house in the last month trying to figure out why the 1GB download speed I pay for is not coming through. When I run speedtests i am at 180mbps on the dot. When I run the test it seems as though something is throttling my speed or a pc component is failing. I have gone through hours of testing and have ruled out the modem, router or ethernet cables as the issue. I have 3 desktops and a laptop in my home. 2 of the desktops (wired connections) and the laptop (wifi) all get correct speeds. What component in a PC would go bad that would cause this? Motherboard? Im stumped.

Windows 10
Intel i5 8400 @2.8 Ghz
16 GB ram
Geforce RTX 2080TI
asus prime z370-p motherboard

what machine is getting the 180mps? is it wired or wifi?

Using simple math will conclude that the 3rd Desktop wired computer is the one that has the problem.

What would cause that problem?

-The lan connection on the Motherboard?
- Software issues on that commuter. Like corrupt files used for downloading?
-???

My only guess is the motherboard but I was just curious if anyone else had ever had this issue.

Years ago I was dealing with a similar situation, but in an office environment. I used a program called TCP Optimizer from SpeedGuide and it fixed the issue. I realize this sounds like an advertisement, but unless something has changed the program was 100% free. I haven't used it in a long time, so this isn't so much an endorsement as much as a "hey go see if this is still around" suggestion. The gist of what it did was tuning TCP/IP settings in Windows, and it gave a very nice output file so you could see precisely what it did and double-check those adjustments yourself.
