Upgrading my computer.

Budget:
$5000 or so. There's a little wiggle room.

Expectations:
I want a computer that can run multiple(4 or 5) instances of an mmo on high graphics settings. I have 3 27" monitors at 2560x1440 resolution.

Usage:
Gaming, generally MMORPG's

Special Needs:
I want at least a 3080ti preferably a 4090 or whether to wait for the 4080? I7 or i9 and 3 tbs of storage on m.2 for large games

Welcome to DS.

The configurator gurus will chime in (I am not one of them) and give you excellent advise. I would remove the Graphics and OS boosts. Not necessary at all on the OS  or GPU.

so you're running an emulator (like BlueStacks)?  mmorpg's are notoriously CPU bound games.  i imagine you'll need lots of RAM and lots of CPU cores (depending on whether or not the game in question utilizes multi-core efficiently).  i play a lot of The Division 2 and regularly see my "long in the tooth" I7-6700K CPU utilization across all cores hit up to 100% depending on location and what's going on, while my 3080 just sits there at 15% usage.  system memory also pegs (ive got 16GB of DDR4 @3K MHz with the XMP profile).  i've clearly got a bottleneck issue with my old CPU and younger GPU going on, but this illustrates the point with mmorpg's.

Final Fantasy XIV recommended system reqs: 8GB or higher RAM, Core I7 3GHz or higher (prob quad core); GTX 970 or higher. 

you're probably looking at a 16-Core CPU to run 4 instances well.  say, 2GB RAM per core = 32GB or more.  i think your build is on the right track.  might bump the RAM up to 64GB just to be safe.  this might also be a situation where a properly cooled/undervolted 13900K with its 24 cores could come in handy.  your choice.  i'd spring for the 4090 on this high end build, but driving 3x2k monitors with these 3000 or 4000 cards shouldn't be much of a problem.

Would properly cooled equate to watercooled or would an AIO be sufficient?

I have little knowledge about your special needs, so I'd follow db188's advice. I agree with hoserator on both counts. To overclock the GPU would add little performance to such a beast, but increase heat/wear and tear at all times. If you move up to a 13900K, do not overclock it, either. The turbo feature is sufficient, and the chip runs very hot.

If you need to save a little, you might go with a 980 1TB at Storage 1 for the speed with your OS and maintenance, and put a 970 2TB at Storage 2 for games. They will load plenty fast enough from one of those.

yes, i recommend at min a CLC/AIO 360mm radiator IF your pc case supports that size or larger.  if you spring for a custom open loop config, your options and potential cooling power increase.  for instance, you string multiple radiators in various mounting (all dependent on the case design support for them) locations within the pc to increase the cooling capacity.  search for Der Bauer on YT and his 13900K tweaking to see how to get stable high performance out of it.  you'll lose some max performance on the cpu by under volting it, but it's a very tunable chip.
