Vanquish 3 Level 2 good for recording?

   Hi, I'm planning on buying a Vanquish 3 Level 2 and I'm new to getting a custom computer, but I was wondering if it could handle recording games for youtube. I don't plan on playing at the highest settings on games, more on normal graphics to still make the game look good in the video. Would that handle it and still have stable frame rate?and if so would it be able to handle higher graphics and record with stable fps?
