Will this run Witcher 3, Battlefront and Fallout 4 @ Max setting 60fps at 1080p? I am strongly debating between this setup or taking a crack at building a rig with a gtx980ti for around the same cost.

nope (at least for Witcher 3). you will see fps drops with graphics on "ultra" and post processing on "high". and forget about enabling "hairworks". even a 980 posts minimum frames in the 30's and maximum in the 60's.

It looks like the 980ti or an sli build is needed for ultra everything with Witcher 3. I have an over clocked 970 and play Witcher 3 on ultra minus Hairworks and it plays real nice. Now, if I turn on FRAPS or use Precision to check in game frames the fps are going into the high 40's low 50's at times but unless I checked I didn't notice.

every graphically intensive modern game will give you fps dips on every single graphics solution currently available. there is no real panacea. there will be moments when even the mighty 980ti dips down into "displeasing" realm. however, those dips won't be as deep, nor as frequent, and will mostly be unnoticed. forget about max or even average fps. what you want to look for always is "minimum" fps. like i said, some reviews i've seen showed even 30's on a 980 with the Witcher 3 at 1080p (a 980ti might brings those mins up to the 40's). however, the reviewer does state that those dips are largely unnoticed.
