I might upgrade my old video to new one for Christmas . Is my PC too old to upgradable to Nvidia 9800GT or higher , or ATI Radeon 3850 or higher?

As long as your mobo has a pci-e x16 slot, you can upgrade.

Depends on your budget and how high you want game settings to be.
If it's only ~$100, you could get a 9800GT or 4830. If it's around ~$150, you could get a 4850 or 9800 GTX+. If it's around ~$200, you could get a GTX 260 Core 216. |

I'm not sure the exact model of the PSU you have but you'd want a PSU that has at least 40A on the 12v rails.
When I say stress, I mean every component running at 100% load... |

Yes, you'd want at least a 500W with ~40A on the 12v rails.

The dimensions of the PSU are 5.9"(W) x 3.4"(H) X 6.3"(L). It should fit within most mid-size towers.

Brand is up to you. Look at the price, manufacturer's warranty policy, and other user's comments.
For nvidia cards: EVGA and BFG both have lifetime warranty and offer a upgrade service. While XFX has double lifetime warranty. For ATI cards: Visiontek is the only one that offers a lifetime warranty. But Sapphire, HIS, Powercolor, Diamond, and Palit are all good. |

Yeah, I like EVGA video card very much.
