Vista 64bit language settings question.

So yea, I know Vista has had problems with language-settings in the past, and how changing them has caused people lots of issues on their interface.

Is 64 bit just as bad? I want to make everything I come into contact with speak Finnish at the end of the Summer to brush up for the trip.
