OK, a little more info.... it helps if you're into high overclocking and running it very heavy but the chipset can usually take care of itself.

They don't actually cool the PCH (Platform Control Hub), which is now all on one chip. They cool the VRM caps. It may effect the overclock you get, but it isn't likely to be a really big contributor. Really the biggest contributor to overclocking is your luck at getting a CPU that is better than others, that is why many call it the silicon lottery.

Most likely the chipset isn't needed to be water cooled but if you're doing a full custom loop, then why not for the few extra pennies it costs (overall compared with system cost). As bp22 & danjw1 stated, most the hard working components are now on the CPU (hence why the newer CPUs get much warmer as they are OC'd) and should be fine air-cooled.

Also, with the newer CPUs, it has become a true lottery as danjw1 mentioned. Most/All Haswells will be able to run a Stage 1 OC (up to 4.4 on the 4670K/4770K) but odds go down fast on getting one stable above that (I've heard less than 5% will make it to 4.8+). Not sure on how the 4930K/4960X fair in the lottery. Throw in RAM clock speed and really could change how much you can OC.
