I'm a amateur radio operator needing a desktop for SDR (software dependant radio)

price range ..... 500 to 700

most important :

VERY low latency , at least a dual core , as much L3 cache as possible for price range , 4GB DDR3 RAM , solid state drive , power supply 450 to 750 watts

Some recommended components :

ASrock motherboards , AMD processors

your gonna have to build that on your own buddy. the cheapest here i think is ~900
