I've been waiting to purchase a new computer under the assumption it would be better to have a clean install of Win 7 vs the upgrade option from Vista.  Any truth to that?

Eh, tbh I like Vista a lot more than 7. "Fixed Vista" my anus, more like a "watered down Vista"

Clean install is always better, but I just did an upgrade from Vista to Win 7 RTM (Final Build) to see how well it worked and it updated flawlessly.

And to answer your question when, most likely October 22, unless Microsoft ships out the OS to OEMs sooner.
