Hi, I am an enthusiast and a photographer also likes to play games in my free time. Can anyone suggest me which is the best gaming console that I can buy? My budget for buying a gaming console is 30,000 Indian rupees.

This is a custom personal computer boutique website. I don't know anything at all about consoles. Just checked and you are talking about a budget of INR30,000 = approx USD425.
Some more knowledgeable members might give a better opinionof what console best meets your needs.
