So I'm new to the whole Gaming PC deal and world, i.e. how I named myself.

I've liked DS because it's user friendly to newcomers and as a newcomer myself, I wanted to know, just how good is the Vanquish 7 L3? I saw old posts about it being great and some being not so great. I want to believe that with an I7 and a GTX 1060 6GB that it should run all of the games I want to play(mainly Siege, Overwatch, GTA) on high quality with 60 fps. Is this true? Can anyone recommend this to me with a budget of just about 1300 to 1400?

Yes, the Vanquish level 3 is the price/performance sweet spot if you're planning on gaming at 1080p. You will get 60 frames with a minimum of tweaking from the 1060 6GB on most games. At this price point, it's a very good system.
