Will D. S. load a new laptop with windows 10?   (There was no drop down menu for Win10, so guessing the answer is no.)

Idea

Just a thought: If DS purchases Windows licenses in bulk and at a discount, there may be contract terms limiting the versions that DS may install.

If you have a copy of Windows 10, there should be nothing stopping you from installing it on your machine.
