When doing a fresh install with Windows 7 will OS recognize SLI? If not what would I need to do for SLI to function? Drivers, software?

after you install os and updates then you need to install gpu drivers which then will allow you to enable sli.

your sli bridge is already connected inside so you don't need to mess with that.
