When Windows 7 comes out after I have already ordered a new pc with Windows Vista OEM, should I buy the full version for clean install or the upgrade?  My ticket number is 244938 and it has 12GB of ram and I need the 64-bit version only for 4GB+ support.  What if the retail store only has a 32-bit version?

For me - Clean install. I do not know if it has a transfer wizard but at least no "junk" is mixed in with Win 7.
Fusion - clean energy

You'll likely be able to run a clean install with the upgrade version of Win7 as can be done with Vista, but we'll see.   Retail Vista includes both 32 and 64 bit versions in the same box, I'm sure Win7 will as well.
