i got a download of win. 7 (legally) through microsoft bizspark.  how can i turn that download into a bootable dvd.?

It should be an ISO image, which you can burn using an image burning program like Nero.

you can use CDBurnerXP Pro its freeware and use it to make an iso image cd/dvd as Alex said
